Most Internationals have a bar that goes from the clutch pedal to the lever on the outside of the clutch housing. There will adjustment right on the bar. Loosen the lock nut, remove the pin to free the bar from the lever and adjust the end in or out.

The clutch on most International Tractors is located at the base of the engine. You can easily adjust it using a simple wrench. Just make sure it's not too tight.

You can try just kicking it, that sometimes works. If that doesn't do it, you might want to try some cooking oil.

Changing the clutch is very important in an international tractor. One needs to learn the art of changing it as it would save time to take it to the shop which is a cumbersome job. One way to adjust is to shorten the clutch rod.
