When talking to a judge be honest, don't put down the police, be upright about it and don't dig yourself a deeper hole. If it's a big deal, lawyer up.

First, find out the name and address of a judge that deals with traffic violations. Write the letter as a formal business letter. Explain your concern about traffic tickets, and qualify with relevant examples. Be polite and request a response from the judge. Make sure to provide your contact information.

Unfortunately the judge will probably not look at the letter. You can better off going to court and facing the judge and tell him your story.
