Party supply stores have plain paper tiaras that can be purchased, then add some paint, glitter and jewels to it or create one from stiff poster board.

The easiest thing to do is go to somewhere like Michael's arts and crafts store. They have some simple tiaras which you could then paint or decorate if you want it to have a little more flare than the way it comes. They are usually nice on their own though.

Start with a simple headband. Attach an assortment of glitter,gemstones and fabric flowers with a glue gun. For younger children, attach a 'princess' tag. Pastel feathers are a nice touch.
