Electric short happens when phase and neutral of AC mains are get shorted. If short happens then first fuse in the particular electrical appliance or in the main AC meter will go off. Before replacing the fuse remove short then apply fuse.

Unplug all devices from the circuit. If the breaker still trips either it's faulty or the short is in the wiring - call an electrician! Reconnect each until it trips.

Anyone who doesn't know electricity & goes into panel and reads the ohms on the terminal side of the breaker is in danger. Terminal side of tripped breaker should read more than one megohm. If it does reset breaker, plug in one thing at a time until it trips. The last thing is the problem.
