I would seriously consult the US Dept of Patents. After that I would consult market studies on viability, use-ability, etc. You need to look into the venue in which you are creating. University research departments are valuable resources, as are publications for the product you are developing.

You can build it in your own garage. You can hire a prototyping firm or small assembly shop that specializes in "small custom orders". You could contact a tool and die firm and ask them to make it for you. Depending on the materials it is made from, contact a modeling company that makes 3D models from resin.

The easiest way to create a prototype is to do it yourself. If this isn't possible, it is also an option to contract with a manufacturing firm.

You need to build the prototype yourself if possible. If you hire someone to build it for you, you will have to get them to fill out a non-disclosure agreement so they can't sell the design.
