How do I build a deck over a concrete slab?

Depends where you're located. Most building codes do not allow a deck to be built on a concrete slab due to the slab usually is not thick enough to support the load over a long time.

If the concrete slab hasn't yet been poured then you need to sink several 4x4 or 6x6 posts into the concrete bed to support the deck. If the slab has been poured already you will need to build and frame a base for the deck to support the weight.

Instead of using post set in the ground as you would with the standard deck, You can use concret blocks instead. you can use the standard blocks, or the ones with the groves in them that you the boards for your frame in depending on how high your deck is.

Use a system of pilings which rest on the existing concrete slab, with the joists provoding lateral stability since the pilings rest on top of the existing concrete slab. Since the posts are not in the ground. it is imperative that lateral braces also be used in order to prevent shifting.

drill holes into the concrete. Fasten your 2x4's to the concrete using lag bolts and then build your deck base from there.
