Most states will eventually issue a warrant for the arrest and when the "dad" has contact with the police he will be arrested. Before that point there may be private and charity organization that will locate the "dad" for fee or for free.
They use state payroll tax records, driver's license info, reports from the kids' mothers and reports from interested parties (family members, neighbors, etc.)
