Concealed-carry laws vary from state to state, but there will be no difference in the law because someone is a victim of a crime.

In many states, you can get a concealed-carry gun permit regardless of being a victim of a crime. In some states with restrictive gun laws, you can get a concealed-carry gun permit if you have been the victim of a crime or are afraid for your life.

You likely will not become a victim if you carry a gun. If you are confronted by the holder of a carry permit during a crime, you're not a victim.

It puts them in a bad place. I dont think that anyone should be able to have a concealed weapon unless law enforcement.
