Both sides have to commit to a cease-fire. It can be part of an official or unofficial agreement. The order goes down the chain of command and troops stand down.

Cease-fires are usually scheduled with at least 24 hours' notice, to provide time for everybody to get the word. If somebody didn't get the word in spite of that, the cease-fire agreement might fall apart, unless the other side held their fire long enough for the word to get out.
