How did "loose cannons" become a popular phrase?

In the old days of tall ships, The cannons had to be secured to point out of the portholes. An unsecured cannon was loose to point anywhere.

It refers to the chaos caused by cannons that were not properly secured on a boat if they became loose. Victor Hugo used the term on one of his books.
