As the saying goes, "practice, practice, practice!". The easiest way to do it is to make flash cards of all the notes and do them until you think you know them well. Then go over them one more time. There's no quick way to do it, you have to train your brain to read it quickly!

if you look online there are many websites with free music theory. Also, if you start with a music note reading came it is a fun way to practice.

The best thing to do is to get a program or find an online software that teaches you how to comprehend sheet music. After completing the program, practice reading sheet music through sight reading.

You can always rent books at the library that teach you how to read sheet music. What I did was I bought a cheap beginner piano book that taught me the notes, time signatures, rests, etc. I learned a lot of that information before I began to take music lessons professionally.
