For written communication skills, read as much as you can. Read books on writing (I really like Richard Lanham's "Revising Prose"). For oral communication skills, practice reading things (books, poems, plays, your own writing) out loud until you can read without stopping or stammering. Then start recording yourself so you can see how you sound to others.

The best way to improve oral and written communication skills is to read books that are written on a college level. In my experience, this improves your communication skills automatically.

Take a writing class. Or type your response to a debate question. Read it aloud and see if it flows well and makes sense. Make grammar and spelling corrections. Find someone who has the same interests as you. For instance, politics. Discuss the issues. Listen to the other person and then respond. Research the subjects that are interesting to you.
