You need to be a member of the Academy of Motion Picture Arts and Science. They have a lottery every year in which they select which members of the public may purchase tickets to the Academy Awards ceremony.
The general public can on obtain seat in the bleacher seats and there are only 300. Register online and winners are chosen at random. Notification of the winner will be in early October.
