How can I get my neighbor to be quiet?

Loud talking or even shouting is annoying, but done during acceptable hours (determined by the city ordinances) there isn't much you can do except have a nice neighborly word with your neighbor asking them to keep it down. However, if it is loud arguing or yelling or noisy parties after hours, then you could involve the authorities.

Tell him he's being too loud and ask if he could try to keep it down. If he doesn't call the cops. That always works!
