In college, it counts against rushing. In the NFL, it counts against passing yards, unless its an obvious running play.

No a sack does count towards negative yards for the person who is getting the sack, but against the quarterback, it isn't. Only counts as negative yards if tackled behind the line of scrimmage on a designed run play.
