Turtles do have skin, it is fairly thick on the outer extremities. The purpose of the shell is for protection. Without it, the turtle would be exposed to great injury.

Yes turtles have skin. Their skin is seen on their feet and head and it is fused into the shell. The shell's purpose is for protection from predators, especially since it is such a slow animal. It can hide in its shell when scared or threatened.
