Yes. However, this does not apply to MLA-style in-text citations. For example, when you want to cite Mahatma Gandhi as a source, you would type "For one thing I did not restrain myself, as I should have done, whilst I was yet a student" (Gandhi 29).

When the quotation marks are at the end of a sentence, the period does go inside the last quotation mark. There is no period with question marks or exclamation points.
