Lower dentures shouldn't fall out too often. You should probably try to use denture paste to stick them on more firmly. While it's not unheard of for lower dentures to fall out, denture adhesive may help you fix that problem.
Bottom dentures really need a snug fit because you have very little suction in the bottom gums. Your dentist could probably line or alter the denture to improve it's fit.
