Usually a dying animal's eyes will go fixed, the pupils will dilate, however nothing is absolute- particularly if toxic substances or seizures are involved, the victim may blink repeatedly, and agonal gasps will precede death.

Yes, their body will still blink because it is an action that is involuntary, just like breathing or a heart beating. This will stop when the dog is dead.
