The meters are supplied by the power company and must be replaced by them. All of the internal components should not be fixed other than by the power company.

I wouldn't fix the meter. Usually your meter is supplied by your power company and any form of tampering with a meter can be a fine and grounds for suspension of your service from the electric company. This is why electric companies have support and technicians who come out to fix things like this.

If you have a damaged meter you are going to want to send it back to the manufacturer or simply buy a new one. There is no easy fix to a fault meter.

It will depend on what is wrong with it as many things can fail. In some areas it is the responsibility of the power company to fix and/or replace it.

Unfortunately the meters can not be repaired by yourself or manually. That is why you have to go buy another one. Once the meter fails then it's pretty much done.
