Catch 22 basically means you're damned if you do, and damned if you don't. The novel itself is about how characters in wartime choose to deal with the insanity of war. Some decide to lie, cheat, and steal. Others find more creative solutions.

To get out of duty (except death or disability), he must be proven insane. However, men who questions his sanity in the face of all that death and suffering is assumed sane (rule 22). So by asking for a sanity check, he was thus proven sane - no way out.
