I believe in don't need a license at all to buy a car. However you will probably need to do some paper work that might require some form of ID to verify age. Some places also require you to provide proof of insurance when buying. Check local laws first though.

In the USA there are various regulations according to State Law when purchasing a car. Some of the law's are there to protect the Dealership as well as the customer. One State Law is that the person buying the car must be 21 years of age and have a valid State drivers license, a learner's permit will not be valid.

Yes, any person 18 or older with a learner's permit may purchase a car. However, the permit holder cannot operate the car without supervision.
