There are tons of herbal teas. It depends as to whether a particular herbal tea would fall into the prohibition against "hot drinks" or within the permissible "herbs to be used with prudence and thanksgiving."

The short answer is that they can drink SOME herbal teas, but not all. It's not determined based solely on "hot" as in the prohibition against hot drinks, or on caffeine as mormons can't take in caffeine but as to whether they have drug-like (as in medicinal) affect.

They can't drink caffeinated drinks. So caffeinated herbal teas are certainly out for the LDS crowd.

Some Mormon missionaries say that some teas are OK like green tea, black tea and earl grey. I guess those have generally been deemed to have no addictive or medicinal qualities.

Latter Day Saints can drink beverages not containing stimulants, so herbal tea is OK. However, since Pepsi and Coke are not forbidden by the teachings of Joseph Smith, not having been invented then, many LDS regard them as acceptable- there is debate on this- the argument is based on the stipulation to "drink nothing that is injurious".

Herbal teas are not against the Mormon's Word of Wisdom. The rule is that the teas should not replace a more nutricious drink in the Mormon diet. Some have argued that these teas can lead to drinking plain tea which is prohibited. Herbal teas must be made of fruit or herbs.
