One of the symptoms of meningitis is severe headaches, which some people would consider comparable to a migraine. The headache could be accompanied with sensitivity to light, another migraine trait. Other symptoms include fever, neck pain, nausea, and vomiting. Meningitis symptoms are often confused with the typical flu. In more acute cases, coma or even death can occur.

Meningitis is an inflammation of the lining covering the brain. In the case of the inflammation that would place the brain under pressure from the swelling , a severe headache or migraine could be a symptom of meningitis. A severe headache occurs in 90 percent of bactrial meningitis cases.

Migraines are a specific type of headache that originate in the vasculature of the brain. So if you are talking about recurring headaches over a long period of time, then no this isn't meningitis. However, one of the symptoms of meningitis *is* a sudden-onset severe headache with neck stiffness.
