Certainly. There are educational or licensing requirements for many jobs--doctor, teacher, hair stylist, plumber, computer programmer, pilot. Many jobs require specific certifications to demonstrate to an employers that a candidate has the knowledge required.

Absolutely. Especially if it is a job that requires a specific set of skills. Such as working extensively with computer programs, customer service, etc.
