Can a parent keep the kids from the other parent who is in the military, stationed in another state?

There is no divorce. Parents live apart, but not legally separated. Mother refuses to let kids see their dad, who is stationed out of state. She moves around and doesn't tell the dad where the kids are.

Legally, with no papers filed on either side, the father still has a legal right to see his children. In this case, since there are obviously marital problems, the father should retain the services of a lawyer, as it doesn't sound like his wife is being reasonable.

No, this is not legal. I would get a hold of a lawyer and see what the fathers rights are to the child. Every father has the right to see his kids and has every right to know where they are at.
