In most jurisdictions, the record can be sealed. This is usually done through the juvenile probation department that petitions the court on your behalf. It all depends on what type of felony, and if the juvenile has done their punishment, and if a judge sees that it is acceptable to be taken away.

It will never get removed or disappear, however a lawyer can request to have a judge get the records sealed, so that it will not show up on the juvenile's criminal background checks once he/she becomes of legal adult age. A court order would be needed to unseal the records.

It varies. The state that you are in usually determines what can be expunged and what can't. You need to check with the courthouse where your charges are located.
