Can a collector use precanceled postage for first class mail?

"Precanceled" postage is between the sender and the United States Postal Service, which accepted the "mass mailing" for delivery. Generally, bulk mailings are sent at a discounted rate because of how they are presented for mailing.

You can not use a precanceled stamp. Precanceled stamps are stamps that have been canceled before they are attached to a package. This is done for collecting purposes.

The post office does not look to kindly on this practice. They consider it stealing money so do not engage in this illegal activity. You can be charged.
