Can a blocked transmission filter cause slipping?

It could possibly be the issue. Automatic shift by using hydraulic pressure from the fluid so a restriction in the system could cause a problem with shifting.

Yes it can and it's very important for a transmission filter not to be blocked. It has to unblocked to let things filtered out. You don't want your car to be slipping.

Normally speaking it shouldn't, but it is possible. If the filter has physically moved, it could be causing the slipping.

Yes. It can also cause hard changing and keep the transmission from changing at all. Continuos flow of the fluid is required for the transmission to operate properly and to keep the temperature of the fluid at the proper operating viscosity. I recommend changing the filter and the fluid at approximately 30,000 miles intervals.
