Tire chains or studs will give you the best traction on ice but won't do much in unpacked snow. Usually you get away with a good set of snow specific tires. Just kept in mind that you will still have reduced traction.

The best way to increase traction in snow or ice is to increase the surface area of the tire that makes contact with the ground by lowering the air pressure in your tires. Additionally, chain and spike systems help greatly but often at the expense of road surfaces and vehicle maintenance.
