Any pool can be safe and any pool can be a hazard when you're talking about small children. Plastic kiddie pools are no exception. Small children can drown in only a few inches of water, so even in kiddie pools there must always be an adult watching them at all times.

Plastic kiddie pools are safe for adults as they aren't very deep. They are also safe for children as long is there is proper adult supervision.

Yes, but a child should never be allowed to use any type of pool without adult supervision. It is not safe for a child to dive into any type of kiddie pool so discourage them from doing so. Make sure that the pool is adequately filled before allowing them to play and keep track of the water level.

Yes they are perfectly safe as long as they are on an even surface, are not overfilled and an adult is supervising the children's playtime, just like with any other activity.

Only if the child's guardian is watching the child very well. Keeping a very close eye on you children will help eliminate any danger.
