Two-dollar bills are not very common (at least much less common that other denominations), so some people would feel that getting one is a rarer occurance that indicates luck, much in the same way the people believe finding a penny on the ground is a sign of good luck.

Some people consider them to be. This is largely a more recent belief since very few people under the age of thirty five have even seen one since they're no longer widely circulated.
